Richard B. Hoskins

is a Senior National Security Consultant with General Dynamics Information Technology, Inc supporting U.S. Department of Defense and U.S. Department of Energy initiatives.

Mr. Hoskins spent 22 years in the Federal Bureau of Investigation (FBI). He began his career in the Pittsburgh, Pennsylvania Division as an undercover agent infiltrating drug gangs and later investigating violent crimes. After being reassigned to the Baltimore, Maryland Division, Mr. Hoskins was assigned to the Street Gangs Task Force.  Mr. Hoskins was promoted to Supervisory Special Agent and reassigned to FBI headquarters, Washington, D.C., where he provided oversight for field office violent crime investigations across the United States. 

Mr. Hoskins spent several years at the FBI Academy in Quantico, Virginia, assigned to the International Training and Assistance Unit and was promoted to head the unit in 2005. As Unit Chief he coordinated FBI participation in the International Law Enforcement Academies in Hungary, Thailand, Botswana and El Salvador.  Mr. Hoskins served as one of the coordinators for the FBI’s participation in operation Iraqi Freedom and traveled to Baghdad to oversee implementation of training programs designed for the newly formed Iraq police forces. 

Since leaving the FBI Mr. Hoskins has led numerous projects in the Middle East, Africa, South East Asia, and Europe, and has served as a guest lecturer at the Near East South Asia Center for Strategic Studies in Washington, D.C., the George C. Marshall Center for Security Studies in Germany, the Albertus Institute in association with Edinburgh University in Scotland, and the National University of Public Service in Hungary.

Mr. Hoskins holds a B.A. in Administration of Justice from Virginia Commonwealth University and a master’s degree in Criminal Justice from Coppin State University.
